repercussions can be predicted to be this bad, from both a health and economic standpoint, of a runaway pandemic with little initial response in curtailing it, the ones you are mentioning, then it would behoove us to react better initially to mitigate the worst of it.

The whole damn number #1 pt of government is to protect its citizens and prevent the worst from happening. The US has now fared worse than any other country on planet earth in controlling this and it’s initial response.

Now, the way out is thru knowledge of the virus, that starts with testing, and testing a random sample of the entire population to figure out %’s of whose had it, who hasn’t, etc. The answer to this is in the antibodies of those who have recovered.
Again, knowledge intake of this sort should have been started in Feb. After that, a drug treatment/cocktail that mitigates the worst Coronavirus effects. That may begin to prevent the fear
within the population to make people feel safe enough to return to work that involves face time and close proximity to others.

Right now, the population is scared s$itless, and fear of ones health from a virus supersedes fear of ones health from economic impact, at least in the short term. People who work next to other people, going back to work now, would prolong this even more with much more spread of the virus.

A pandemic you curtail at the beginning. Once that horse has left the barn, you’re in a total mess, both from a health perspective, and an economic perspective. Now we’ve got an unprecedented complete mess, to the point the questions you are asking with respect to restarting the economy aren’t even known.
